Through the Labor, Jobs and Migration Section, the Department of Social Affairs has been
working to improve the coordination of the migration agenda within the African Union Commission
(AUC).
This is the core strategy of the Department’s 5-Year Strategic Plan on Migration, which aims to
foster synergies and cooperation between the various African Union departments, offices and specialist agencies of the AUC.
Through the framework of the Continental Consultative Meeting of the African Union (AU-CCM), these efforts have seen closer cooperation and
collaboration on the migration agenda among the various departments with migration mandates, thereby reducing duplication, resource wastage and other issues.
In order to reinforce this relationship between the various departments of the AUC, autonomous and regional offices and specialized institutions in order to effectively fulfill their mandate in the field of migration
governance on the continent, it is important to develop the capacity of the relevant senior Union focal points with relevant professional skills to effectively fulfill their mandate in the promotion of migration governance
This will have long-term consequences for the AUC to effectively fulfill its mandate to
coordinate numerous national, regional, continental and global stakeholders in the field of migration and mobility.
Against this backdrop, the Department of Social Affairs, in partnership with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), has engaged the Hertie School of Governance in
Berlin, Germany, to establish and introduce a tailor-made public policy and management executive training course, including leadership, management and management of stakeholders, for senior AUCC students.
The training is intended to strengthen the expertise of participants from various ministries, AU bodies and specialist agencies and
to deepen the skills and effectiveness of the efficient implementation and harmonization of migration policy at regional and national levels.
In addition, executive training offers an opportunity to learn from each other and
from other foreign specialists in the area of public policy and migration governance.
The aim of the tailor-made executive course is to
build up the selected AUC senior level employees to:
- Effectively contribute to the implementation of the AU’s migration agenda in terms of public policy;
- Enhance efficiency in reaching out to its recipients and audience (Member States and RECs);
- Advocate for the AU’s mission and vision on migration with relevant counterparts in the continental and international arena;
- Pursue further agenda setting on the topic of migration and related fields;
- Make effective use of the decision-making processes within the AU and the Commission;
- Effectively manage a complex, multi-lateral organization and its partnership and stakeholder ecosystem; and
- Provide leadership and guidance to the continent on migration issues.
The opening ceremony was held in the presence
of the AU Commission Deputy Chairperson, H.E Amb.
Kwesi Quartey, Ms. Inge Baumgarten, Director of the African Union Office of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Ms. Julia Hannig, Head of Development Cooperation at the German Embassy in Ethiopia,
Mr. Stephan Auer, Representative of the German Ambassador to Addis Ababa, and Professor Dr. Andrea Römmele, Dean of Executive Education and Professor of Communication in Politics and Civil Society at the Hertie school.

Kwesi Quartey underscored the importance of capacity building
across all migration governance issues across the continent.
The Deputy Chairperson reaffirmed the commitment of the Commission to work with GIZ to take full action
on the desirable collaboration and synergy between the two organizations towards the implementation of the Agenda 2063 vision.
Between 30 November and mid-December 2020, the training will take place through live virtual presentations, pre-recorded lectures including
case studies and expert talks, preparatory materials, small assignments and occasional immersive video sessions with participants and lecturers.
Online training will be complemented by a study visit and a ceremony/event to
grant certificates to Berlin participants in 2021, once travel restrictions have been lifted.
In order to share best practices and lessons learned,
the corresponding study tour will include visits to relevant institutions.
